Position Summary

  • The Chief of Emergency Medicine is responsible for providing strong leadership and administrative oversight to plan, direct, execute and evaluate strategic and operational priorities to provide high quality care to patients with over 100,000 adult ED visits per year, 26,000 pediatric ED visits per year, and works collaboratively with the Chief of Trauma to support 4,200 trauma visits per year.  

  • This role provides medical leadership and collaborative oversite to the observation units throughout the hospital and ensures the achievement of the hospital’s emergency department business goals aligned with the overall mission and objectives of Jackson Health System. 

  • The Chief of Emergency Medicine for Jackson Memorial Hospital reports directly to the Chief Medical Officer for JMH.

  • Additionally, we are currently engaged in a 300 million dollar construction project for a new 130,000 square-foot emergency department expansion here at our flagship hospital. 

  • The new Emergency Department will have approximately 115 beds and a 57 bed observation unit on the 2nd floor.  The new ED is expected to open at the end of 2026.


    Duties & Responsibilities:
  • Plans, develops, implements and evaluates all medical and ancillary services at the site(s) of responsibility. Provide leadership and management for the emergency department.
  • Works cooperatively and supportively with the members of the medical staff to provide emergency services for all patients who present to the emergency department.
  • Works cooperatively and supportively with the heads of diagnostic and therapeutic departments to ensure availability, quality, and effective use of services, and with chiefs of services to ensure that house staff services are appropriate.
  • Provide significant input into the preparation of a departmental budget.
  • Monitors community needs and provide significant input into EMS system and disaster planning.
  • Ensures that all patients presenting themselves for health care services are provided with the appropriate diagnostic, treatment services and proper disposition of their particular needs.
  • Performs medical examinations, evaluations, assessments, diagnoses, and treatment to System patients.
  • Provides medical consultative services to other medical personnel in the clinic/center of responsibility, specifically related to overall patient management.
  • Assists implements and achieves the medical goals and objectives for the clinics/center of responsibility.
  • Ensures that all medical services meet or exceed standards required by the Joint Commission of Accreditation of Hospitals and State of Florida Licensure requirements.
  • Collaborates with nursing leadership and ED Leadership team to ensure that departmental performance meets or exceeds standards described in medical staff rules and regulations, the hospital bylaws, departmental policies, the JCAHO Manual of Accreditation, and in other appropriate local and national standards.
  • Works with ED leadership team to ensure that the department meets or exceeds its defined objectives for improvement, growth, and expansion of services.
  • Cooperates with hospital administration and nursing leadership to develop a team of personnel managers for the emergency department (clerical, nursing, and others), teaching them to manage by precept and example.
  • Ensures departmental policies are known, understood, and implemented by the emergency physicians.
  • Monitors correctness and appropriateness of the emergency department records; implements corrective intervention as required in association with medical records and quality assurance mechanisms.
  • Requires participation and initiation of in-service continuing education of physicians, residents and clerical personnel.
  • Encourages the involvement of all physician staff to participate in EMS/paramedic training and education.
  • Establishes and encourages participation in emergency medicine grand rounds for physicians.
  • Encourages the involvement in ongoing focused education courses by the emergency department staff, as appropriate to that facility.
  • Establishes an active process for identifying and recruiting emergency physicians, physician assistants, nurse clinicians, and nurse practitioners.
  • Reviews and verifies credentials, training, and education of emergency physicians, and mid-level staff in cooperation with the appropriate organizational credentialing office.
  • Designs a formal orientation process for new department members.
  • Conducts a final interview for emergency physicians leaving the department.
  • Schedules regular departmental meetings and decides on the final agenda and special guests.
  • Encourages open forums for departmental communications and problem solving by all ED personnel.
  • Provides leadership, planning, organization, staffing, coordination, and evaluation for emergency department activities.
  • Responsible for all medical administration, personnel, and activities in the emergency department.
  • Responsible for ensuring the ethical practice of emergency medicine within the department.
  • Supervises directly and has responsibility for emergency physicians in clinical and assigned administrative duties.
  • Acts as liaison with hospital administration and medical staff.
  • Monitors and evaluates present and future needs for medical/diagnostic services at the site(s) of responsibility.
  • Participates in the performance evaluation process and serves as the rater for physicians supervised.
  • Participates in the interview process and recommends candidates to become employees in the area(s) assigned.
  • Recruits, motivates and maintains an effective medical/nurse practitioner staff to carry out assigned responsibilities.
  • Regularly monitors provider performance and counsels providers as necessary.
  • Disciplines, recommends adverse actions to be taken against physicians they supervise, as may be necessary.
  • Promotes communication via scheduled meetings with administrative staff and medical care providers.
  • Refers patients to specialists and to relevant patient care components as appropriate.
  • Monitors referrals of providers supervised for relevance and outcomes.
  • Ensures that the clinical area has sufficient medical staff, and delegates designee to act in absence.
  • Follows established departmental policies, procedures, and objectives, continuous quality improvement objectives, and safety, environmental, and/or infection control standards.
  • Participates in utilization review, quality assessment and improvement programs to improve patient care.
  • Participates in educational programs specific to patient care.
  • Prepares reviews and presents performance evaluations to assigned staff.
  • Participates in mandatory educational programs, in-service/training courses to maintain job competency skills. Adheres to the Standards of Excellence at all times.
  • Provides direct patient care on a regular basis and provides all necessary medical record documentation including Medicare/Medicaid and third party payers' requirements.
  • Monitors CPT and ICD9 coding of providers.
  • Performs all credentialed medical procedures according to standards, including time-out protocols. Assists administration in coordinating patient care activities of nursing and support staff.
  • Clearly communicates the organization's mission and vision to all staff.
  • Attends Medical Staff meetings and participates with/on JMH committees/sub-committees.
  • Maintains current standards of acceptable medical practice. Attends meetings and conferences, as directed. Maintains effective communication and working relationships with JHS medical personnel in the community.
  • Respects the rights, privacy and property of others at all times including the confidentiality of information, according to Administrative policies and all applicable laws and regulations.
  • Participates in the development, implementation and evaluation of the continuous Quality Improvement Plan to identify improvement opportunities.
  • Performs other related duties and tasks as directed. Guide subject matter experts (SME) in achieving successful outcomes through structured problem solving and implementation of recommendation.
  • Promote a strategy of standardization and optimization of quality, safety and cost efficiency by communication and identification of problem areas that require attention, and report to appropriate supervisor or administrative staff.
  • Serve as knowledge expert on use of Clinical and/or Business System workflows and design methodologies by participating in committees and workgroups as assigned.
  • Serve as a conduit between IT and Clinical and/or Business System Teams and work collaboratively in efforts to effectively use systems and maximize their adoption and optimization.
  • Shadow end-users to understand workflow and find areas of inefficiencies.
  • Attend regularly scheduled meetings; actively participate and arrive to all meetings on time.
  • Develop and provide presentations that support system implementation and increase of system adoption and optimization.
  • Perform knowledge transfer of pertinent information to staff using an approved communication method. (e.g., provide just in time training or provide formal training sessions as needed).
  • Routinely conduct rounds in areas of coverage and positively serve as Informatics representative.
  • Develop and maintain reporting of daily, weekly activities as directed. Role models behaviors of service excellence and CARE values (Compassion, Accountability, Respect and Expertise).
  • Performs all other related job duties as assigned.

Experience:
Generally requires 10 or more years of related experience. Leadership experience is required.

Education:
Doctorate degree in Medicine is required.

License Certification:
Valid Florida Medical License, DEA board certification and board certification in emergency medicine are required. Other specialty certifications related to specialty are a plus. American Heart Association Basic Life Support (BLS) and any additional applicable life support certification for Healthcare Providers is required upon hire with at least 6 months validity and maintenance at JHS for the duration of employment.
