Position Summary: 
The Payroll Manager directs the Jackson Health System Payroll and Accounts Payable function to ensure timely preparation and accurate cost distribution of salaries, overhead, and related benefits in compliance with appropriate federal and state withholding regulations and in accordance with the institution's internal controls. Plans and coordinates all activities related to the management of the Payroll and Accounts Payable Department in an effective and efficient manner. Ensures accurate processing of invoices and timely payment to vendors. Lead staff in the creation of ad hoc reports and analyses, as well as the distribution of these reports to management. Interface with general group managers to find performance initiatives and corresponding measurable indicators for use in tracking corporate performance. Use financial data to help guide business initiative by reviewing historical trends and forecasting future trends, then sharing the data with managers and executives.

Duties & Responsibilities:
Contributes to vision and direction of accounting initiatives within organization. Enforce integrity of accounting procedures as related to Payroll and Accounts Payable. Oversee Payroll and Accounts Payable staff. Ensures timely and accurate preparation of Jackson Health System's payroll operations. Ensures that payroll actions are in conformance with employment and benefits practices. Handles federal and state agency audits and maintains close contact with regulatory agencies to ensure JHS's payroll department of abreast of new developments and is in compliance with relevant tax laws and government regulations. Oversees preparation of all federal and state payroll tax reports, including quarterly and year-end returns. Serves as in-house contact for technical tax compliance issues. Standardizes procedures to ensure best practice processes include implementation of appropriate business rules. Assists with security administration of the Payroll and AP systems. Participates in business re-engineering activities to support the continued integration of electronic information processes and principles at the Jackson Health System. Manages payment wires and garnishments and is responsible for the preparation and circulation of JHS's W-2 and 1099 forms. Develops and maintains a system to monitor the timeliness of Accounts Payable processing. Works with Accounting to develop accrual reports to permit accurate reporting of expenses each month. Provides information and assistance to the external/internal auditors. Coordinates enhancement of Accounts Payroll system in conjunction with MIS, Purchasing and Receiving Departments. Receives and answers inquiries from hospital management regarding account balances, financial trends, fluctuations in accounts and related information. Maintains accurate records for 1099 vendors during the year and files 1099 each year accurately and according to the current IRS regulations and timetables. Experience:
Generally requires 7 to 10 years of related experience. Management experience is required.

Education:
Bachelor's degree in related field is required. Employees hired into the position prior 12/5/2017 are grandfathered in for Bachelor's degree.

License Certification:
Valid license or certification is required as needed, based on the job or specialty.

Knowledge Skill Abilities:
Ability to analyze, organize and prioritize work accurately while meeting multiple deadlines. Ability to communicate effectively in both oral and written form. Ability to handle difficult and stressful situations with critical thinking and professional composure. Ability to understand and follow instructions. Ability to exercise sound and independent judgment. Knowledge and skill in use of job appropriate technology and software applications.

Physical Demands:
Job function is sedentary in nature and requires sitting for extended periods of time. Function may require frequent standing or walking. Must be able to lift or carry objects weighing up to 20 pounds. Jobs in this group are required to have close visual acuity to perform activities such as: extended use of computers, preparing and analyzing data and analytics, and other components of a typical office environment. Work Environment:
Jobs in this group are required to function in a fast paced environment with occasional high pressure or emergent and stressful situations. Possible exposure to various environments such as: communicable diseases, toxic substances, medicinal preparations and other conditions common to a hospital and medical office environment.
