Position Summary

The Senior Labor Relations Specialist of this class performs a highly responsible administrative management work involving planning, programming, and controlling the operations of a large department or group of small departments, or the performance of specialized staff assignments of equivalent scope. Emphasis of the work is on application of mature judgment, a high degree of resourcefulness in identifying, analyzing and solving problems, recommending major changes in policy and in making decisions covering procedures, staffing and work flow. General supervision is exercised over subordinate area supervisors through review and evaluation of work programs and achievement of goals. General direction is received from an administrative or professional superior through assistance with more complex problems and policies and evaluation of total program results. This position will have significant role in personnel administration and employee relations.

Duties & Responsibilities

Provides expertise on the interpretation of hospital policies and procedures for compliance with labor contracts. Assists management in administration of labor contracts. Examines supervisory practices and hospital policies and procedures for compliance with labor contracts. Trains supervisors in their role in employee counseling, disciplinary actions and performance evaluation and classification appeals. Advises supervisors of their role when interacting with employee representatives. Monitors the documentation and process of disciplinary actions to assure completeness and consistency with hospital policy and appropriateness of action in relation to the employee's offense. Represents the Health System on cases at arbitration/employee appeal hearings and at hearings of governmental agencies. Assists in the coordination of salary and benefit surveys for negotiation purposes and makes recommendations to management and the negotiating team. Resolves grievance cases field by bargaining units as well as grievance cases field by non-bargaining unit employees. Coordinates performance evaluation appeal hearings by forming tri-ethnic panels. Assists management and the chief negotiator with proposals and recommendations for collective bargaining negotiations. Serves as chief negotiator as necessary. Assists in other areas of the Human Resources Division as required, completing special projects and ensuring appropriate services to customers. Demonstrates behaviors of service excellence and CARE values (Compassion, Accountability, Respect and Expertise). Performs all other related job duties as assigned.

Education

Bachelor's degree in related field is required

Experience

Generally requires 5 to 7 years of related experience.

License/Certification

Valid license or certification is required as needed, based on the job or specialty.

Life Support Certification Requirements

BLS      ACLS      PALS      NRP 

Knowledge/Skill/Abilities

Ability to analyze, organize and prioritize work accurately while meeting multiple deadlines. Ability to communicate effectively in both oral and written form. Ability to handle difficult and stressful situations with critical thinking and professional composure. Ability to understand and follow instructions. Ability to exercise sound and independent judgment. Knowledge and skill in use of job appropriate technology and software applications.

Physical Demands

Job function is sedentary in nature and requires sitting for extended periods of time. Function may require frequent standing or walking. Must be able to lift or carry objects weighing up to 20 pounds. Jobs in this group are required to have close visual acuity to perform activities such as: extended use of computers, preparing and analyzing data and analytics, and other components of a typical office environment. Work Environment

Jobs in this group are required to function in a fast paced environment with occasional high pressure or emergent and stressful situations. Frequent interaction with a diverse population including team members, providers, patients, insurance companies and other members of the public. Function is subject to inside environmental conditions, with occasional outdoor exposures. Possible exposure to various environments such as: communicable diseases, toxic substances, medicinal preparations and other conditions common to a hospital and medical office environment. May wear Personal Protective Equipment (PPE) such as gloves or a mask when exposed to hospital environment outside of office.
